Gas Ledger

One ledger that closes the gas balance every day: metered production, fuel, lift gas, injection, export to the national system and flare, each attributed to a named source rather than to a residual.

The Challenge

Then-CEO Ali Al Jarwan said in Ashgabat in October 2023 that Dragon Oil uses seventy percent of the gas it produces and hoped to reach a hundred in three years. The Turkmen ministry ran it under a headline of zero gas flaring by 2027. Turkmenistan's national flaring intensity, across every operator, was 17.26 cubic metres a barrel in 2025.

How It Works

  • Reads and connects the source records named in the proposal.
  • One ledger that closes the gas balance every day: metered production, fuel, lift gas, injection, export to the national system and flare, each attributed to a named source rather than to a residual. It ranks the flare sources by volume and by what it would take to route them away, and it produces a number a regulator, a partner and Turkmennebit will each accept. Engine 05 watches the steel. This engine watches the molecule.
  • Publishes a source-linked recommendation for Chief Operating Officer approval and records the decision.

What It Removes

  • A flare volume that is a residual
  • A 2027 target with no baseline
  • A number nobody outside will accept
Input Data RequirementsOperational, financial and reference records named in the Dragon_Oil proposal for Gas Ledger.
Output FormatGas Ledger decision view with ranked actions, source links, confidence and a named owner.
“I can show which flare burned it, on which day, and what it would take to stop.”
